Nope, if the touchscreen is inoperable then your kind of up the creek without a paddle Unfourtunatley . If you get the display repaired then and only then will you be able to unlock the device or do anything at all with the phone.
Depending on the exact model of your Android phone, you may be able to use a USB keyboard/mouse to control the phone with a special adapter. This is only useful if you absolutely need to get some information from the device. It's obviously not a permanent solution.
