Unable to send pictures.

I have a iPhone 4s and I just got it the other day. I have unlimited texting and calling. But I can't send pictures or receive them and it is frustrating. Does anybody have an idea to why this isn't working?

Data must be on to use this feature
No it's not on because I have wifi. Data has to be on?

Yes, messages have be sent through Koodos network

It doesnt use data, but it has to be on.

If you are worried that it may send through imessage or data maybe used through the background, then:
-connect to a strong wifi
-Turn on data
-Complete any MMS communication
-Turn off data

Is it all pictures you are trying to send or just a certain person

Are you sending an Imessage(blue message) or MMS(green)?

If it is MMS you will need to turn on data

if it is an iMessage then WiFi is fine

You may want to ensure MMS is turned on for the device by going to
Setting > Messages > scroll down & make sure MMS toggle is turned on
