Unable to reuse SIM cards?

Yesterday I signed up for Wireless Home Phone at a Koodo authorized dealer (they have Koodo signage on the exterior). The employees were far from knowledgeable - with two claiming there was no return policy, and after I said "nevermind", another employee said there was 15 days (failed to mention the limited usage [30 mins or 30 calls - whichever comes first]. I would have assumed this is basic knowledge. 

I asked twice and was told "no" to using the Koodo SIM card I brought with me. What would be the reasoning for this? In fact, what is the reasoning for forcing the use of the specific ZTE modem? I saw them pop out a brand new SIM card and put it in the WHP box. This seems really, really wasteful.

$15 is a lot of money to buy a SIM card. I understand the reasoning for not being allowed returns on SIM cards, but why can't we reuse SIM cards?

To be clear, there was no koodo phone associated with the SIM card for over one year. It just doesn't make any sense to me, besides profit.

So just to confirm, you mentioned  "no koodo phone associated with the SIM card for over one year" but was it "used" before?

The WHP Sim was locked to the ZTE devices (to deter people using it in cell phone), it could be the reason why they asked you to have a new SIM. If your SIM was "not used", you could technically  activate it on a normal cell phone.

SIM cards can not be activated again after 90 days of being inactive this is completely normal.
Had the card never ever been used before then that would be a different story.

Sim cards can only ever be activated on one line. They can be reactivated on that same line within 90 days of being swapped out, but they cannot be used for a different line.
The usage limits do not affect whether you will be able to return the hardware within 15 days. If you are within the limits when you return the phone, the bill for your plan will be waived. If not, you will be charged for the service you used. The hardware can still be returned for a full refund.
