Settings->more->usage, turn off the switch at the top of the page.

That is the 3g data setting. As for the apps still updating...would you happen to be connected to wifi right now?

Hello Karin.

Maybe it's the data it saved from last time it checked. Try going on a webpage and then you'll see if it works or not. If the webpage doesn't load, then nothing will use data in the background

1) You won't use LOTS of data. Weather app uses little data
2) Maybe after the repair, they have updated it to the latest firmware. And maybe in this firmware, some information is stored on the phone which make the weather app available!
3) No problem. My pleasure :)

Hello Robert....I just got my phone back yesterday from it getting a factory reset done on it and it has todays updated weather on it and like i said everythings off so i'm a little confused as to why it can still be active....before having it factory reset, you couldnt, just getting really annoyed with this phone....not happy with this phone at all :(

Hey Karin :)

On most devices data is enabled by default so it’s totally normal if data has been re-enabled after a factory reset. Have you tried to check if data was turned off after the factory reset, by any chance?
If it's not, make sure that you disable it again and you’re good to go.

Hey Karin, on the HTC One V as long as the mobile network is off then the data is off. General rule of thumb is if there is no data connection then no applications should use data. What you can do is you can remove the widget from your home screen by pressing and holding it then moving it to the trash can that appears :).
