Troubles calling Canada from France

HI. My husband and I both purchased the international combo $40 before we left for Paris. Problem is that now that we are in France we can't text or call anyone (not even 611). A message appears saying outbound calls are blocked. I have tried turning off the phone, taking out the battery and SIM card and nothing works. We have a Samsung Galaxy 4. Please help. We would really like to talk to our 3 year old son.

See if the steps Robert suggests in this post help. The free International Calling add-ons likely need to be activated.

I already have the international roaming that comes with text, data and calling minutes. I got a text from Koodo when I arrived welcoming me to France with instruction on how to call international numbers but it doesn't work.

Without the add-ons I mentioned you can't connect to an international network. Although one would expect simply purchasing the specific time-limited add-on for your trip would be all you need, and should automatically add the other free packages, it does not always happen as expected.

Making sure the additional add-ons i described are 'turned on' then restarting your phone should address the issue you face. There are two - international voice roaming and International Data roaming; you will need both.

I went onto my Koodo self serve and I already have the free international data and international voice roaming add-ons listed with the $40 international package. They are activated already. I'm not sure what else to do to get them to work.

How are you dialling the number? Starting with 011-1, +1 or 00-1? Either of the latter two should work from France, the first would not.
Also, does you plan show that you have either the free Pay-Per-Use Intl Long Distance add on, or the $3 long distance saver add on? One of the other of these would be required for international dialling.

@ Shardelle Looking at your account it all seems in order on our end. I'm really trying to help to make sure you could talk to your 3 year old son. We made slight modification in the event they may help, the same as the one on your husbands' account when he talked to us on Facebook this morning. Can you pls power cycle your phone again and let us know if it worked? Thanks!

Thank you for your response. We talked to someone on your Facebook page who said a part of the add on was missing in the system. He has fixed it and our phones work now.
