i am travelling to Portugal and want to make international calls, texts, and some data. Which is the best option? is it the $40 for 30 days  option?

Apart from pay per use rates that is the only option Koodo offers.
If you plan on using your phone quite a bit you may want to consider getting a local sim card once in portugal.

ok great - so the only thing I have to do to get this working is reply ALL 40 to the number indicated?

Is there anything else that will need to be done so that it can start working once I arrive there?

Also, do I need to keep my Mobile Data on while in Portugal?

Make sure you have the $0 International Voice and Data Roaming add-ons as well as the $0 International Pay-per-use add-on.
You don't need to keep mobile data on. Just turn it on when you want to use it.

How do I add that?

But if I keep it on will I get roaming charges?

No you will not, to add it follow this
Goto Shop > Add-ons > International Add-ons. You will see the two options Koodo offers.

You can also add the offers through self serve, and will need to ensure you add the free “International Voice Roaming" and / or the free “International Data Roaming” add on. Note that buying any of the Travel Add-ons only nets you a savings on your roaming fees, it does not change anything about the ability of the phone to roam. Without the Voice / Text / Data Add-on, you can still roam at pay-per-use prices.

On the other hand, you can also unlock your phone and use a local SIM : http://prepaid-data-sim-card.wikia.com/wiki
