There are two international packages: 

30 day add-on package for a cost of $40: 50 mb data, 60 mins of calling, 50 outgoing text messages, unlimited incoming texts
30 day add-on package for a cost of $15: 0 data, 0 mins of calling, 75 outgoing text messages, unlimited incoming texts

But what if I don't want a package?  What is the cost per minute to call numbers in England Germany, and Austria?

Suffice to say, it's a lot. Unless you need the bare minimum of usage, I'd get a prepaid sim card, especially with the no roaming fees within the EU.

I would only add to what @ Goran already said that with these add-ons it is only one way communication. Anyone calling you within any EU country will have to pay long distance charges to Canada.

Thanks both -- a few more question...

Goran,  If it is only for a month, is it not be better to buy a one-time 30 day add-on package for a cost of $40: 50 mb data, 60 mins of calling, 50 outgoing text messages, unlimited incoming texts instead of getting to the country and looking around for a SIM card?

Also in response to comment from Jan, does the comment about the add-ons being only one way apply to this 30 day package

That depends entirely on your usage. 50MB is practically nothing. Good for messaging apparently only really. And even then just the text. That 40 dollars will get you far more minutes and several gGB of data allowing you to do whatever you want. You could even get a voip calling App that gives you a free Canadian number and use data to be able to call back without issues. Or use Skype etc.

Well you cannot pay for local European numbers to not pay international calling rates to Canada so it doesn't matter what you get, if you want someone in Europe to call you they have to pay a lot more as well. If you don't intend to do much calling to/from local numbers, then you're ok.

Thanks.  I don't need the add-on for data.  I can use Wifi, as needed.  My plan was to turn off the data and just have the phone and text service.  Seems like a reasonable option if I don't have time to search out and buy a SIM card.  Am I missing anything?

Be sure to add international pay-per-use roaming, and international voice roaming in add-ons in self serve to enable roaming. Then you're set.
