transferring ownership fees or not? in store or on the phone

Hi, i just wanted to confirm how the transferring ownership works? i am hearing multiple answers, therefore i just wanna be sure that i have the right info. The account is under my dad's name and but i am the one who use it , i pay the bills, i just wanna put it under my name because when i initially got it, i didn't have a credit card. Is there any fee to switch ownership whether i do it over the phone or in store? if so, how much? thanks !
