today, I top-up my prepaid base plan, Transaction History show that I top-up $45 credit, and use $20 buy data bootster, use 15 buy base plan

You topped up $45 in credit before your base plan expired? If you need Customer Service help and you don't have a phone nearby, you can email them and they reply within 1 business day.

Apparently they're taking longer than 1 business day nowadays and they don't even apologise for taking so long to reply (they used to apologise for taking so long even when they replied within 1 business day... :facepalm:).
