It shouldn't since purse magnets are relatively weak though it might turn the screen on if it contacts the magnets.

Some cell phones have a magnetic wake up feature to integrate with covers. For example, the my Nexus cell phone can make change my iPad to standby or wake up if put in the right spot.

Yeah my wife had a Nokia phone and bought a pocket case for it and then realized that every time she would put it into the case and close the magnetic flap it would turn the display on and kill the battery without knowing it. It depends on the phone but I've seen it happen first hand and on a phone that was never advertised as having any wake function. Well it actually woke it in reverse of what an automatic wake would be because it would turn on when a magnet got close to it not off. Best thing to do is place the phone near the magnet and experiment with its affect on the phone.

Blackberry has had this feature for quite some time.
