Thailand calling problem

Need help I am trying to call a number in Thailand to a cell phone .. Chaing Rai is the city I dial 011 66 then the number but can not get the person . I have double check cell number but call not going through help me

You need to make sure that these two add-on's are on your account/line:

-Pay Per Use Intl Long Distance ($0)
-International Voice Roaming ($0)

Without these add-ons, you won't be able to roam overseas. You can add them on self-serve:

Ahmad's answer is fine, as far as it goes.

Please let's not confuse roaming with long distance any more than it has been in the past.

Intl long distance: lets you call from Canada to many exotic places. By default it's off so your 3-year-old doesn't hit a 1-900 number in Hong Kong while playing with your phone. A wise protection for everybody, but has nothing to so with ...

Intl roaming: also off by default. You won't even connect to a local network. Lets you receive & make calls from just about anywhere in the world provided you are not in Canada. Junior needs this add-on so that he can now push the flashy buttons returning his call and connect from there.

I would try calling from a landline to see if the issue is the carrier (Koodo) or the recipient's phone.
