text messages failing

So I just got a new iphone 6, but when i send messages, the majority of them fail. However, when I'm at home connected to wifi, they send almost immediately. This is my first smart phone, so I generally have cellular data turned off to save data, would this have anything to do with it?

Settings>messages> turn on send as sms

Thanks for the quick response.
While I don't have that turned on, does that not use data if you are not in a wifi area?
I had checked my girlfriends iphone and she does not have that turned on, but is able to send and receive texts

Hi Jeremy,

I assure you that this setting, sending messages as text, is not consuming your data. iMessage is a feature that allows you to send texts, photos and videos over Wi-Fi or 4G (using cellular data) to other Apple devices (iMessage bubbles are blue).

By turning on this setting, you will be able to send messages to everyone while you are not connected to Internet (text message bubbles are green).
