Have a teenager and would like to control usage better, what options do you have to suspend service temporarily like limit on daily use, time of day use, use at school, nighttime limit etc...

There are a number of Apps on the iTunes store which could be installed on the phone to manage such tasks. Look for the term "Parental control."  All Koodo offers is a general block, which suspends cellular service for some period of time. It is most often used if a phone is lost, so cellular bills are not increased, but does not stop the phone from being used on Wi-Fi, or being used for on-device games, etc.

As an alternative, I recommend putting that number on prepaid.

Since you are on an unlimited talk and messaging plan. I suppose you'd like to curtail those activities. As dfbutt mentioned it there are a number of apps out there that can help you with that. Here is the best of 2015: http://cell-phone-parental-control-software-review.toptenreviews.com/
