Usually if your sim card hasn't been used in a while it won't allow you to re-register the sim. It should work if you have a new sim.

If it doesn't have a sim card that was used within the last 90 days, then you will need to purchase a new sim card.

Its been over 90 days. are they universal though. If I go in to, say walmart, can I buy a sim card there if they sell koodo phones?

Yes, you can purchase a new sim card if the Walmart sells Koodo phones. It's best to call in advance to be sure that they carry them.
