Submit my Pensions as collateral till bill is paid. Other way is to declare bankruptcy.

I guess they have a big Koodo bill. They want their pension used as collateral till they can pay the bill. Or they will declare bankruptcy. I think they want to know if thats possible. Thats my take on it anyway.

There's usually other options. You should contact Koodo to ask to speak with the billing department and ask for alternate payment arrangements if you're behind.
