Should I trust this to have access to wifi? I'm not sure what it is and why I need to do this.

Depends where you are. A Radius Server manages public Wi-Fi services between the user and the internet, gathers certain credentials from the user, and prevents them accessing certain rated websites. It also records the websites accessed by users.

If this is Loyola High School where you encounter this warning, it is likely safe. IF elsewhere, suspect.

Yeah it's my high school. Will it be able to "creep" on my phone though?

Not familiar with that term, but if you mean would they know where you surf, then yes.

No. Only data you send over their network ( if they bother to). Usually they are more worried about their network being used to transmit illegal or restricted data.  You could always stay on LTE if you're worried.
