How do I set up the apps, gmail and email apps...phone keeps telling to add network (google account) I try to download apps from google play on my computer but it says I have no devices. I have a new moto g...am I supposed to create an account on the Motorola website or what?

You need to create a Gmail account. Then (or if you already have a Gmail account) you can goto settings...accounts and add the account to your phone. that will allow you to use the play store and if you already use Gmail, it will sync it to your phone.

how do I do that when I don't have wifi here...phone keeps wanting me to input that info...says use existing, I click on it and it shows locked wifi signals of my neighbors! Phone says "could not open server"!

And if you're not going to put data on then you should invest in a wifi router for the house so you can use your own Internet at home. Check with your Internet service provider as there may already be one built into your modem.

Thanks! Don't have wifi router but do have a spot to somehow link usb to it...don't have proper adapter for my syncing cable. It's 4am...will go to library tomorrow.

What is the risk in turning off the data block add on? how would that work?

If you turn off the data block you'll be using pay per use data which can add up quickly and get expensive. Also since you have a smart phone, apps which work in the background will use the data to update themselves( unless you configure the phone otherwise)

The usb part of your modem will not allow you access to data via your phone.
