Set up roaming (with intn'l voice/data). Still can't call Canada from Costa Rica

Used Self Service, got roaming turned on. Got the text msg from Koodo after I arrived in Costa Rica. Apparently, from comments on this website, I should have got the msg and followed the instructions *before* I left Canada.

So, can this be fixed, or have I wasted my money?

Using an HTC Desire 320. Android v.4.4.2

Not familiar with your particular handset, but for generic Android: Check the network mode on your phone and de-select LTE. Some carriers there don't support it. Leave network provider as automatic. Restart your phone.

Hi Orrin,
So just to confirm, you had easyroam voice and data roaming add-on already.
Can you text to Canada at all? How about data? can you access internet from there with your phone?
First, I would try to restart your phone, and see if it helps.

I am able to connect to the Internet with my tablet. I did the reboot but no go. Trying a txt msg now. Annnd just got a reply. But still no phone calls. I can connect to the Net via browser.

So your phone can connect to the internet via cellular data?

What does your tablet have to do with your phone?

What happens when you call?  Is there any warning about Call barring?

@Orrin:
Can you check if your phone was connected to Mobile network and not Wifi.? are you using your tablet with wifi? What was the name of the local roaming there?

You could received a text message back, and hence the phone was connected to a network. Have you tried to ask someone (from canada) to call you? and can you call a local number from your cell?

Found out I'm supposed to enter 00 1 before the area code. (I was not entering the double zero.)

But it didn't help..
