First try resetting network settings. Settings > General > Reset > Reset Netowrk Settings. This won't delete any data from your phone, but you will lose any saved WiFi passwords.
Have you tried shutting off the phone, removing/reinserting the SIM card after about a minute rest, and then rebooting it? Or, see if someone else who has Koodo can test their service. I haven't seen anyone else reporting problems in Winnipeg recently.
