Sending/Receiving picture messages

My phone can take pictures, and i have free texting (picture/video messaging included) and for some reason, when ever someone sends me a picture, it asks me to download it to see it. when i try downloading it, it says "currently unable to download. try again later". and it dosnt allow me to send pictures either. am i missing something?

Is your data on? Data needs to be on in order to send/receive picture messages. You won't be charged for data usage but data just needs to be on

Keep in mind that if you have any app running in the background or widget or live tile that will refresh on one of your home screens (android & windows only) then you will be charged for that data when you turn your data on.
If you do have an Android you can set it to only use data for pictures by removing the proxy & port from for Internet part of your APN settings this will however make it so you can't use the till you add those settings back.
