My wife has a joint account with me. She is confined to a Care Unit and has recently upgraded from i4S to i5S. I have a perspective buyer for the i4S but he insists I have Koodo unlock the device first.

To my knowledge the iPhone does not have to be in active use to be unlocked. However the account needs to have been active more than 90 days. Call in, with the iPhone in hand, and you should be able to get it unlocked for the usual fee.

This is correct, I've done it many times. Just provide Koodo with the phone's IMEI number and they'll process the unlock.
