The 6GB missing is reserved for the OS.
This is mentioned in the article here:

The downside to all of this brilliant technology is that you can't move anything over to the microSD card short of rooting the S4. Gotta love technology.

Actually Samsung is suppose to have an update to address this and allow saving to the SDcard

I wish Samsung would hurry up and release the update with App2SD as I've been full / out of storage space since day 2 of having the S4. It's the best phone I've ever used (and that includes the Note 2 and HTC ONE) but this limitation is ridiculous and they should have never made a 16gb version and started at 32gb. The only way for them to rectify this and keep ppl happy and buying the phone is if they hurry up and release this update. The update shouldn't take long on the Koodo model as there us no boatyard that needs to be added or tested, so hurry up errrrr.

The only thing Samsung ever hurries up with is releasing new phone models with minor differences.

I agree there Philosoraptor, aim very disappointed in Samsung this past year and introducing way too many variants of phones. They were starting to head in the right direction and then just lost their way again. The more variants of devices the more updates they have to build making them a longer wait then anyone wishes.

I guess paying high price to get S4 ... its better to switch to pure android Google Nexus 4

The Nexus 4 can be had for only $300

The Nexus 4 lacks the microSD card slot and sports a non-removable battery. At 16 GB as advertised, minus whatever space the OS takes up, I think I'd be more inclined to pay the price for the S4 and wait for the app2sd update.

But it can run two apps on one screen with the Samsung Galaxy S4's Multi Window

I'm waiting for the Motorola X-phone to come out and see how it compares to the Nexus line. If it is successful I think we may be looking at the end of the Nexus and focus by Google on Motorola
