Next you'll need a proper sim from Koodo for the S4 I don't believe that they two devices use the same size Sim. When you insert the sim and power on the device it will ask you for the network unlock code.
Log in to selfserve for Koodo and click on 'phone services' change headset... New sim
Enter the new sim number.
Turn on the Rogers phone
Goto settings... Wireless and networks... More.... Mobile network... Access point names
Make sure koodo.sp is available and enabled
If it's not there you'll need to manually enter it.

The server understood the request, but is refusing to fulfill it. Authorization will not help and the request SHOULD NOT be repeated. If the request method was not HEAD and the server wishes to make public why the request has not been fulfilled, it SHOULD describe the reason for the refusal in the entity. This status code is commonly used when the server does not wish to reveal exactly why the request has been refused, or when no other response is applicable.
