In this case you should send Koodo a private message via Facebook Messenger or DM via Twitter because as Dennis said, incoming is always free. If you're 100% certain it also came from Koodo that should especially be free. It will require a rep to correct.
I did another check....it appears it was a text that came through to me surprisingly so the mystery is only partially solved. I did not accept any requests by Koodo to connect while I was away, so I'm still not sure how that text came through. Thanks for the responses.
