roaming charges in US when cellular turned off

I am in the US and have my iphone "cellular mode" turned off. Incoming calls from Canada still come through. My carrier says AT&T? With cellular off, I answered a call from Canada without thinking and was charged $30. Why do calls continue to come through?

You have to put your phone on airplane mode or pull the sim card to avoid any calls coming through.

You may have only turned off cellular DATA services without affecting voice or txt if calls kept coming in.
