I have an iPhone 5s and I always go over my data usage by $10-$50 and am getting real sick of it. How can I make it so they restrict my data after reaching my agreed upon limit?

Don't you have the koodo app on your phone? If not, get it. It's free and it shows how much data you used of what is included in your plan. I guess once you reach it, stop using data, turn off all the background apps. Maybe a better solution it to upgrade to another plan with more data?
