No you have to pay your tab off in full at the time of upgrading to a new device unfortunately. You can pay when purchasing the new phone or have the amount added to your next bill.
Another option is to buy a phone second hand that's unlocked or a koodo phone and put it on your account.

Okay, Although I dont want to upgrade I just need a replacement phone so to understand what you are saying I need to pay off my tab before getting a replacement phone or can I just add the cost of the replacement phone to my next bill?

You can keep your number and whether your upgrading or getting a replacement you have to pay off the amount owing on your present tab before you can put a new phone / replacement phone on the tab. If you want to pay full price for the new replacement phone then you can do just that and pay full price for the new phone without paying off your present tab amount owing.

Just to add to Paul's response : Telus phones works too. You could buy either a Koodo/Telus phone as 2nd hand

Ok, before getting a new phone you must first pay what you owe on your tab right now in full, so if you owe $200 you have to pay that which you can do at the kiosk when you go to get the new phone.
So then once you've paid off the tab then you can now start a new tab and put part of the cost of the new phone on to this new tab, and pay the rest of the cost of the new phone that wasn't covered by the tab you will have to pay that amount in cash or credit card and then they will give you your new replacement phone.
