Refund for non usage

I was out on a holiday which was extended until it was almost 5 months outside Canada.during that time I didn't use my phone as it wasn't put on roaming. Before leaving for vacation, I asked a Koodoo staff if I can terminate my phone temporarily and have it reconnected upon my return but I was told it can't be. I read about the seasonal thing wherein only 15$ is paid in such case. Since I was billed in full while my phone wasn't use, can I ask for a refund?
