problems upgrading phone

I got an email stating I had to upgrade my phone because the network was being shut down and that I should go in and get a free new phone. I got in and the girl was having all sorts of issues but basically did something to make it work. She even circled on the receipt that it was zero dollars. Because it took so long I was late and had to leave...examining my receipt later in the evening she had taken $46 out of my tab because she couldn't figure out how to do it properly. Can I fix this over the phone as I don't want to go back to that location as there was some other issues that she bypassed the system because she didn't know how to properly finish the transaction.

You must be one of few remaining customers still using the "abandoned" CDMA network. Hence the email we sent you with the offer. If you don't believe it's correct pls give us a call and we fix things up. What store was it if I may ask?

it's my mother's phone which she has had forever. This was in the chinook centre location. She did a couple of other odd things which I am not sure is company policy but will discuss with the rep on the phone.
