problem with unlocked Iphone 5 and koodo prepaid

I have bought an unlocked Iphone 5 but when I insert my Koodo prepaid card I get the following message: "The SIM Card that you currently have installed in this phone is from a carrier that is not supported under the activation policy that is currently assigned by the activation center."
Does this mean that my phone is still locked with the another telecompany or is there a problem with my Koodo prepaid account?
Can Koodo do anything about this? Can Koodo unlock this phone, it's an Iphone 5?

Where did you buy this iPhone? It appears as though it is not indeed unlocked.

Unfortunately Koodo cannot unlock iPhones from other carriers.

I bought it through groupon, the advertisement said it would be unlocked.

I would be contacting them. Be careful where you purchase cellular devices. There are a lot of unknowns that surround them.
