Yup! The $25 plan includes minutes after 7:00 PM. If you are trying to call during the daytime, you would need to add a booster.

Here is the text from the Prepaid Plans Page:
"If you need long distance minutes, data or anytime/daytime minutes, just grab a Talk or Data Booster add-on to complement your base plan."

David, it is Saturday, on weekends the base plan is free anytime I topped up on the 7th exactly when my base plan ended, I have used my phone since the 7th, I tried to make a call tonight and the system tells me I don"t have an active base plan and to add a top up. I am getting tired of having problems with Koodo, I can't reach support by phone, I can check my voicemail, so why can't a make a call?
