Unlimited text, pay per use phone. Most preteens start walking and riding to school on own and this is a great safety plan for them.

You might want to take a look at Koodo's prepaid plans. While you aren't going to find unlimited texting, they can be very friendly on the pocketbook and are very well suited to your needs.

All prepaid plans have unlimited text. The lowest-priced base plan does not include any minutes, but you can buy Canada-wide talk boosters. The other base plans do include minutes for a higher monthly fee.

As a complement to Ray's excellent reply, it's important to note that the minutes that are included in the $25, $35 and $50 base plans are local, not long distance.

Voice boosters, on the other hand, are Canada-wide, as Ray mentioned.
