So I recently got a text from Public Mobile that Koodo is offering a $50 5gb plan if I switch over, however my plan doesn't expire until October because I am on a 90 day plan. I asked Koodo kiosk and they said they are not sure if I will get credit if i switch over now. Can anyone tell me?

Public Mobile's terms of service explicitly state that prepaid service credits are non-refundable, and their moderators have been very firm about this in the past. They haven't claimed this promotion is an exception, so no, I don't see you getting a credit from them. Having said this, a user on RFD claimed they were denied a refund by the moderators, but got a credit from Koodo after filing a CCTS complaint... A bit extreme for some. Really, I just recommend emailing Koodo directly: https://secure.koodomobile.com/account/appmanager/support/contactus

Should you email them, please share their response. It'd be a nice gesture if Koodo did offer a credit. Personally, I lost nearly $80 in service when I switched for the promotion... While I've come to terms with losing this money, I wouldn't say no to Koodo were they to offer it. ;)

The actual answer comes straight from a Koodo rep: you can transfer up to 300 dollars. I will forward to him that people are being told they cannot transfer any credit.

Looks like only actual balances can be transferred. You cannot transfer pro-rated remaining plan balance. I'm disappointed to see this. I doubt many people will abandon the remainder of their PM plans. I, for one, have 2 lines with PM with over 60 days remaining on both of them. Was going to take advantage of the promo, but it seems that the promo would take advantage of me.

@Ivan is absolutely correct that only actual balances can be transferred.

I switched many months ago from Pioneer Plan but timing for me was so good that I didn't have any balance left with a exception of data add-on. They gave me one month free as a incentive, as well.

Other than that everything actually went very smoothly.
