I'm going to be travelling to LA for a few days then down to Central America for 3 weeks...if I have my roaming turned off and I have WIFI where I'm staying will I get charged for texts and for using FaceTime or Skype? Thanks!!

Incoming texts in the US are free! In Central America, I would suggest to put your plan in airplane mode. Outgoing text will not be free unless you use iMessage.

With roaming OFF, you will not get charged for any data use.

Bottom line, if you want to make sure you don't get any charges you have 3 options
-Airplane mode
-Buy a roaming package for the US
-Unlock your phone and go prepaid on those countries

You can manually turn on WiFi after placing your phone in airplane mode.
