On all of the new phones pictures are sent and received the same way data is sent and received on the phones. This is not a Koodo rule, but rather a limitation of the current cellular technology. Because of this if you have data disabled or blocked you can not send pictures. A data plan itself is not required, but you would be responsible for any data charges from any other apps that try to update in the background (facebook, email, weather, etc.)

JUst to add to Jorden's post......you were charged for data but likely due to an app running in the bckground, If you have unlimited messaging there is no charge for sending pictures.

I've had this same problem in the past, on my LG Cookie. I didn't have apps to run in the background, and the charges only showed up when I received picture messages. I could even go online and match the time I received the picture message to when the charge showed up.

Koodo needs to fix this.

I concur with both above. While picture messaging requires your phone to have data enabled, it does not count towards your data usage. All smartphones will attempt to use smallest amount of data if you leave mobile data on.

Actually, the only known exception to this is old SymbianOS-based Nokia smartphones. Where the phone will prompt you every time if some service/application attempts to use mobile data.
