While travelling in Europe, I will not use my iPhone 6s unless connected to Wifi. Do I simply set Data and Roaming to "off"?  Any other settings to deal with?

Yepp, and don't answer or make any calls or send any texts.
If you don't care about receiving texts you can turn your phone on airplane mode or remove your SIM as well.

With data and roaming both off, I could still receive phone calls?

@Mats: he was asking about a phone setting for data but then he asked the question of receiving "phone calls" while he is in EU. I was trying to align his need of roaming with Koodo roaming options.

To clarify..... I do not wish to receive or make calls while travelling.  I do not wish to receive texts or send texts.  I will just be using Wifi where available.  I just need to know how to set my phone to make sure I do not incur charges for data use.

If you only want wifi put your phone in airplane mode then turn on wifi. Dont do it the other way around because if you do airplane mode will turn wifi off.
