So a few weeks ago I used the Self Serve to report my phone stolen and suspend it.

Now Im entered the IMEI on this website https://www.devicecheck.ca/check-status-device-canada/ and it says that it has NOT been reported stolen.

How come? I have much more chance of getting the phone back if its blacklisted.

It could be a glitch somewhere. You can send a private message to Koodo via Facebook Messenger or DM via Twitter explaining what happened and it'll be looked into what happened.
It seems that Self Serve and 611 automated system no longer blacklist the phone, and are only for suspending the SIM Card, by design. Another weird thing in addition removing the SIM Card change feature from Self Serve.

I guess that would be a possible reason. In that case the OP should still contact Koodo directly to get the blacklist done.
