hi, I would like to take Koodo's "$25 Canada-Wide Talk and Text Plan" but my question is "does it bill per second or per minute"?

All Koodo's new plans have per minute billing, Anisul :)

I hear you... I'm the "Please pick me up, bye" type of caller too :D
However you mentioned prepaid, that actually won't be too painful, because such a call is only 5 cents (with the $25 booster).
Most other providers won't let you make it for less than 25 cents... local only... and you won't be able to find anybody today who will offer per second billing - they've all done away with it on their new plans.

This is the list of prepaid phones that you can get from Koodo: https://shop.koodomobile.com/phones/p...

I'm afraid the HTC ONE V is not in that list, so your only option would be to buy it unlocked, elsewhere... I'm sure they are around!
