The pay-per-use US roaming buckets are based on a customer's billing cycle.  If it is the last day of a customer's billing cycle and they sent 1 per per use text and then on the second day they sent a 2nd text that's $10 for 2 texts.  This is in effect a roaming bundle and not really pay per use.

First, this needs to be clarified in the Koodo FAQ.
And second, change the pay per use rates to truly pay per use.  To Per MB ($0.25/MB) and Per SMS ($0.05/sms)

So just to be clear, currently if i roam into the USA and use the "$5/100 out going texts." That block of 100 texts will expire at the end of my billing cycle, and not when i actually use up all the 100 texts, (which could take me 5 or 6 months to use up)?

And also with that "$5/100 out going texts", while down in the USA, i will be able to send texts back to Canada as well as to whoever in USA?

Hey Sam! Yes, the block of 100 texts will expire at the end of the billing cycle. For your second question, you will be be able to text anywhere in the world, so US and Canada included :)

Jeff, next time we would ask that you create a new thread instead of reviving an old one.
To answer your question simply just send a text in the us and you will get charged the $5 and then have 99 more you can send for free.

This is ridiculous. Few times I had to pay $5 for 1-2 messages. Koodo, we need better option for texting in the US!

It's a dumb-a** setup. Put your cell into airplane mode. When you are in wifi range, compose your texts in email and send to where 123..etc is the phone number of your desired contact on telus or koodo.

No free lunch here. You will have to research how to reach Rogers or Bell victims yourself. But all incoming texts are free.
