How do I prevent outgoing international calls on my Android phone?

Your only option is to not dial them. There is no block available from the carrier to prevent you dialling any number.

While there may not be a carrier option, there are certainly app options for android that accomplish your goal.

International calls, at least those which require a 011 dialling prefix, can be disabled by removing both the LD saver and the pay per use LD saver add ons from your account. This will not prevent calls to the USA, or any other countries which are part of the North American Numbering Plan, though.
