Was wondering if I use my phone as a hotspot and play my online game on the PC if it will cost me extra money ontop of the data rate?

When you use your phone as a hotspot or to tether uses your cell phone data for the month.

If you go over your data allotment for the month yes. I'd suggest logging into your self serve frequently so you can monitor this. It's updated per MB which is almost real time.

Same answer as Rocky using slightly different words. So in theory no, data on a Koodo is data regardless of how you use it. The computer, however, can use data at a higher rate than a phone so it can be easy to exceed your monthly allotment, which would cost you more.
