We are trying to register our new visa debit but when asked for the expiry date, it will not allow to select the proper year and because of this, will not allow us to complete the registration process

Why wouldn't it let you choose the proper year? Have you tried another browswer?

If you're trying to set up pre-authorized payments you can call into Customer Care and they will help you do that free of charge.

If this is for a prepaid activation. I don't think a visa debit will work.
