Not all plans available on all phones?

I am looking to upgrade my phone and as I was browsing through the options I noticed that some phones, such as the Samsung Galaxy S7, say that plans start from $59/month, even though Koodo offers plans that are cheaper than that. So are some phones restricted to only the more expensive plans? Would I be forced to upgrade to a more expensive plan if I upgraded to that phone?

I also noticed that in the case of the Moto G Plus, for the new phone it says plans start from $40/month while for the pre-owned it says plans start from $28/month. This is even more confusing as it is the same model phone. :(

Basically I want to upgrade my phone without having to change my current plan. Is this possible?

They are indeed available on any plan. I'm not sure how you're filtering it to be like that. Maybe via tab amounts, because if you go straight to the phone page itself, the s7 will show getting it on tab large, medium, small, and outright. If you want a tab large then you need a large plan with a certain spend level. If you want a tab medium you need a plan with 40 dollar value or great. 35 in QC.

You can absolutely upgrade your phone without changing your plan, so long as you don't get a tab large and you go by the minimum plan amounts you're good to go.

Most but not all phones are available on every plan. For example the iPhone 7 is only available with Tab Medium or Large. No Tab Small option means your plan will have to start at $40/month ($35 QC).
