1. what type of phones you have?
2. Is the second phone unlocked or a koodo phone?

We can't provide a good answer unless we have enough info.

The phone is either not 3G capable or it's set to 2G (GSM) only.

What bands does it support 3G on? Koodo operates on 850/1900 MHz. The fact that it's only finding Rogers where you know there's Koodo service indicates that it's only seeing Rogers' 2G network.

From Nokia's website:
WCDMA network: 900 MHz, 2100 MHz
WCDMA max data speed DL: HSDPA - 3.6 Mbps
WCDMA max data speed UL: WCDMA - 384 kbps
GSM network: 850 MHz, 900 MHz, 1800 MHz, 1900 MHz
GSM max data speed DL: EGPRS 296.0 kbps
GSM max data speed UL: EGPRS 177.6 kbps

Koodo uses WCDMA 850/1900, as I posted earlier.
Looks like this phone is not compatible.
