Can I create a 'NoData' access point on my Samsung Galaxy J3 , so I can send and receive pictures without having to keep turn my data on and off ?

Read this article, and try a few different things from around the community. Just search it. Also not all phones work the same as the instructions im posting.

Safest way is the $2 a month Koodo data block that lets you do MMS and blocks other data.

There's no way that Koodo can then charge you for data slippage that might occur if your homebrew APN fouls up.
