My Nexus 6P that I purchased in the spring through Koodo is experiencing the battery shutoff problem that has been mentioned as a hardware issue. Do I submit a request for a replacement through Koodo or through Google?

The staff at a Koodo kiosk will help with sending your Koodo purchased phone for warranty repairs.

You should file for the request with Koodo. As David stated above they will help with the whole process of getting it sent back for repairs. If I remember correctly they can send you a return box to ship it out as well if you purchased from the Koodo website. Here's a link with some info.
