Nexus 4 - unable to send or receive pictures via texting

I have a koodo Nexus 4 and I am not able to send or receive pictures when texting. I don't have a data plan but use my WiFi. my old cell, optimus 1, had the exact same plan and could send and receive pictures. Any reason why this is happening?

You have to have data enabled on your phone. Pictures are included if you have unlimited messaging in your plan, but as I said your phones data settings have to be on. You can't have data block on your account either. You can't send pictures through wi-fi as far as I know.
But then I am charged for sending pictures via used to be included

No you are not. You are charged when other apps are using data in the background

I have the same problem when my data's not on my Nexus 4 I can't send or receive pictures through text so weird

Do what Chris said above.

Picture messaging uses the same data pipeline and you wont be charged with data used from picture messaging. However if you have data being used by background apps, then you will be responsible for those charges.

My advice to to connect to a strong wifi connection, and turn your data on and send/recive your picture messages, then turn the data back off if you are worried about background data charges
