Newbie to smart phones - help

I am trying to use voice dialing for telephone calls. Samsungs "S" Voice feature keeps advising network unavailable. I don't want connect to the network-just dial a phone number.
How?

The reason it wants you to connect to a network is because "S-Voice" requires an Internet connection to work.

You'll have to be on Wifi or have Data Enabled.
