Hello Erin.

Have you rebooted the phone with the SIM card in it?

I've turned it off and on with it in, should I try resetting the phone? Like a factory reset

No don't do that yet. I don't think it's necessary. Where did you buy your phone from?

Saying it is unlocked and being unlocked isn't the same thing. You must always verify what the persons says. If it's really unlocked.

Did you try to see if it's unlocked or you believed the guy?

If it's locked you would need to unlock it : http://www.ebay.ca/sch/i.html?_odkw=unlock+Koodo+s5+samasung&_osacat=0&_from=R40&_trksid...

If the phone isn't unlocked, you'd have gotten a message upon inserting your SIM card. Make sure that 3G is enabled in your network settings.

If you are anywhere near a Koodo boutique, drop by and test your SIM in one of their phones and your phone with one of their SIMS. Should settle the matter in very short order.

There are a number of parameters that are baked into phones at the factory to accommodate the service provider. Some can be very difficult or impossible to change. Even under 100% verified circumstances (Koodo phone, unlocked by Koodo, used with a US carrier for 4  months, then back to Koodo) can require a  number of reboots to get back in shape.
