if I go to the $60.00 plan, how much data is 1GB, ie. how much usage and if I leave my data on all the time, even though i'm not on the internet, does it still add time to the data? or do I have to shut the data off when i'm not using it?

You do not have to turn off data. 1Gb is enough if you don't stream videos or music .

Here's a tool for you :

But you can easily get burned by a background synching app (F-book and the likes...).
Depending on your phone (I use Android as an example as this is what I have and got familiar with) you can set a hard limit (say 950MB) after which your data is no longer usable....can't get over the limit.
That being said...I DO turn off data using widget (Power Tools) as it does increase battery usage.
